Description

While surfing the Openverse filters/licenses, noticed a screen scroll towards the right, which is not ideal for a smooth and fluent experience.

Expectation

The pop-up should be visible, without having to scroll horizontally, and also the pop-ups should be visible without moving back to the left.

It looks like we'll need to make the license info tooltips popovers, if they aren't yet, and fix their alignment so they always open in the correct direction.
