This is what the sidebar (settings) panel looks like:

When you click the "publish" button, you get a similar sidebar, but it's styled quite differently:

It ends up looking a bit like it's accidentally bare, and can get rather confusing to look at if you've multiple panels open at the same time (keeping in mind that plugins can extend this panel):

Adopting a styling more closely aligned to the block/document sidebar should help give some visual weight and distinction to these panels, as well as improving overall consistency.
