Deselecting blocks doesn't work in some circumstances #723

There are some situations in which you can't deselect a block (and hide block boundaries and toolbar):

Move down, move up, now you can't dismiss the toolbar. Looks like when a block is moved to the top of the list, you can't dismiss it with a click outside.
Click on existing link, click on edit, now you can't deselect the block.
