Description

If you enable Write Mode in the site editor when editing a template, and switch to a classic theme, write mode is switched on with no clear way to turn it off.

Step-by-step reproduction instructions

  1. In the site editor, edit a template and enable Write Mode in the top toolbar
  2. Switch to a classic theme
  3. Open the widget editor
  4. Observe that you can't select any blocks.
