Embed block: Bottom sheet to input the URL is not always displayed when triggered

Description

When the Embed block opens the bottom sheet to input the embed URL, the sheet is not presented in all cases.

Step-by-step reproduction instructions

1. Add an Embed block in the app.
2. Tap on "Add link".
3. Observe that the bottom sheet is not displayed.
4. If not, dismiss the bottom sheet and repeat step 2.

Expected behaviour

The bottom sheet is always presented when trying to set an embed URL.

Actual behaviour

The bottom sheet is not always presented when trying to set an embed URL.

This issue is probably related to #37559. Most likely it would be addressed when tackling #42192. I also found references to similar issues but on other blocks (example).
