Post featured image block loads wrong image size

Description

As commented in #33789, the wrong image size is displayed if a specific image resolution is selected in the Post Featured Image block. E.g. if size "medium" at 720px is selected, the size "large" is always displayed when the containing element is larger than 720px. This is confusing when a user has manually selected an image size: especially when the "medium" and "large" image sizes configured in the media settings have different crop ratios.

Step-by-step reproduction instructions

1. Set media options for medium image size to 720px x 480px. Set large image size to 1280px x 9999px.
2. Add a "post featured image" block to a three-column layout.
3. Select "medium" image resolution in the post featured image block.
4. Load the frontend at desktop resolution.
5. Check to see the image URL which is currently being loaded in the view. In my site, it's an image which is 1600px wide.

Environment info

• WordPress 6.3.1. No plugins at all.
• Twenty Twenty Three theme.

I have been testing this one and am struggling to understand how the Resolution setting is applied 🤔 Changing to Thumbnail keeps the resolution at Thumbnail pretty reliably, but on Medium and Large, things seem to change. More testing is needed on this.
