Post Featured Image block isn't consistently showing the "Resolution" option under "Dimensions"

Description

I love the "Resolution" option under "Dimensions" on the Post Featured Image block. However, "Resolution" isn't show up consistently on every Post Featured Image block I'm using. I can't get it to show up on the "Single" template, for example. I'm trying to load a more optimized image size, since it defaults to "Full".

On other templates, the Post Featured Image block is letting me select the "Resolution" option. I'm not sure what's causing the inconsistency.

I'm using a fresh install of WordPress 6.2, Gutenberg 15.6.2, and the Twenty Twenty-Three theme.

Step-by-step reproduction instructions

1. Go to the Post Featured Image block
2. Go to the Styles tab
3. Click the 3 dots to add "Resolution" option under "Dimensions"
4. That option isn't always there.

The single template does not have access to the actual featured image from the post, only the placeholder image, that is probably why. It doesn't know what size the actual image is available in.

In my testing (6.3 RC1) I found I could activate that control:

• On individual pages and posts but only if a featured image was assigned
• Archive/Index Templates but only if one of the posts listed has an image assigned
• Other templates with a Query loop but only if one of the posts listed has an image assigned

I was NOT able to activate that control in the Single or Page templates.

As @carolinan mentioned - it seems this is due to the fact that in those template states, there is no example image for it to reference, so no Resolution control is available.
