On mobile the top toolbar setting does not make any sense - the post editor hides it.

To reproduce:

  1. Use a mobile phone
  2. Go to Appearance > Widgets
  3. Click on the options menu in the top right
  4. Notice the "Top toolbar option"

Expected behavior:

This option should be hidden on mobile since on mobile the block toolbar is always on top.
