What problem does this address?

I want to be able to select a time zone for a given time in my Event Block which uses the DateTimePicker component.

Having a selectable timezone could also be applied to scheduling a post in a different time zone than yours or the server's (#29306).

What is your proposed solution?

Add timezone selection to the DateTimePicker component.

Unless mistaken this doesn't need design as far as the interface goes but I could be wrong, I am going to remove that label now and we can always add it back.
