Description

Templates and template parts are meant to be editable only for users that have edit_theme_options as a capability. However, they are appearing in the admin menu for users who don't have that capability, such as Contributors and Authors.

Step-by-step reproduction instructions

  1. Sign in as a Contributor, Author or some role that does not have edit_theme_options
  2. See that Templates and Template Parts are included in the admin menu under Appearance

Expected behaviour

They should not appear in the menu.

Actual behaviour

They appear in the menu. This is due to the capabilities being configured in a non-standard way, which is fixed by #30893.
