Describe the bug

In the Tables block:

• Tables blocks does not allow pasting cells within an existing table.
  (related: not possible to selected range of cells. See Tables block - not possible to select range of cells for formatting... #12115)

Present behavior: Only able to paste a new table.
Expected behavior: Should be able to paste a range of cells into a table.

Tested and confirmed that I cannot paste cells from a Google Sheets spreadsheet into a table block using WordPress 4.9.8 and Gutenberg 89f889787 (4.5.1+) with Firefox 63.0.1 on macOS 10.13.6. (30s)

In today's triage on slack, @karmatosed discussed another potential use case.

How will this work if the user wanted to copy data over from another application? Let's say a user wants to copy a table of data over from Google spreadsheet. Could they copy over all the data in one go, and the data will conform to the same structure in the Table block?
