When I create a blank post or page, its not intuitively clear how I can edit content - even not for me as an experienced editor. I guess, that espacially for absolute beginners it will be a problem.

I think that giving users an optical help understanding the content / block structures could minimize that poblem. That could be realized by i.e. lightgray borders for all blocks while keeping the blue border for the hoverd one.
Next point is, that adding new block can be more clear, if the add/plus-buttons are always visible.

I've tried to visualize that as a raw draw:

Thanks for the suggestions. This treatment would feel pretty overwhelming for many users, that's why a balance had to be reached and it's currently shown on hover and selection/focus. Why would you say the borders make it more intuitive to know how to edit?
