Hi! Where is this action published? If it is not, could you publish it?

Also - does this action have the ability to comment (visible in the files tab, as a conversation) on failed tests if the line that defines the test was not include in the PR patch? I was looking at guyarb/golang-test-annotations#4 (comment) and raised this concern there.

It seems this may be a limitation of GH itself, as in isaacs/github#284 (comment).

I noticed your Github Staff badge and was wondering if you might be able to explain if this is a limitation or not.
