The current specification is out of date and does not contain the key approach landed on recently. Specifically, the spec needs to define:

The relationship to did:web
Support for exposing DIDs also as did:web DIDs
How to structure DIDs
Sections for how to generate the DID Doc from KEL, rpy, etc.
The contents of the DID Resolution Metadata
CRUD method definitions.
