TabPanel.canTabChange leaves hover styling when returning false #433

When returning (or resolving a returned Promise with) false, the hover styling stays on the clicked Tab until another part of the page is clicked.

The below image shows what happens with the locally running style guide when a hard coded canTabChange={() => false} is added to TabPanel.md...
