Challenge question issue when students accidentally visit the step

I was hoping that there could be a feature similar to the "lock after submit" that was "locked before other submissions", that is, that students cannot move on to certain steps or activities before having others completed. I noticed in some observations where a step freezes on a student and they look to click on another step in an attempt to refresh. However, they click on a challenge question that will not let them move to another step until the challenge step is completed. Students get frustrated because they have not covered sufficient material to answer the challenge questions. If they were unable to click on this step before completing others it would avoid such frustration.
