We want to clarify whether SSPs can receive auction winner events after auction completion irrespective of the outcome of the rendering process with the following information
Limited contextual signals
Winning bid
Winning buyer id
Highest losing remarketing bid for a buyer other than the winning bidder (for modeling seller’s auction competition)
Highest losing remarketing bid from the winner (for modeling buyer’s internal auction competition)
Unmatched Queries: We want to clarify whether an auction winner event will be sent even when the query is unmatched, i.e., has no winner.

I think the carve-out for event-level reporting, with full contextual signals, should be limited to things that actually render — that is, when the render_url of the winning ad is handed to a Fenced Frame to render, that's what triggers the event-level reporting.
We can be much more relaxed with the triggers for aggregate reporting, though.
