This is shipped in Chromium, and no active work happens (AFAIK) on pushing this in other engines.
Based on WICG/admin#138, we should probably label it as "implemeted in one engine" and "dormant".

I know that at some point, there was interest from @tfpauly on the Apple side.

We looked at it from the perspective of trying to extend support equivalent to our native APIs to support low data mode, but I am not aware of any plans to implement this spec.
