As pointed out by @plehegar during the last WPWG call, there's a fair amount of overlap between the types of PointerEvents that are coalescable (pointermove, pointerrawupdate) and the event types considered to be ContinuousEvents.
Investigate having one of these specs derive from the other, or a common base class of continuous-like events.
