Restricted user accounts

It should be possible to create user accounts which cannot change their personal data (like name, password, email address) and, if possible, do not even have basic backend access.
Such user accounts can be used for websites with private/registered content which should be accessable to a certain amount of users, where creating an individual account for each person is not possible / not useful.
