Update the action for .NET build and test to include Ubuntu and Mac

When we created the build and test action, it worked great but when we merged master into the branch with the spectral changes (#166) the test run for Mac was failing. We removed the Ubuntu and Mac build and test and left the Windows one in place, we need to troubleshoot why the Mac test run is failing and add the other 2 environments back in.
