Publish epiworldpy to PyPI. Everything seems to be mostly in place, but we should wait for other things to be complete (notably #48). See PyPI - Packaging Projects.

I tried assigning this to a milestone but it keeps not saving; I'll try again tomorrow assuming this is an error with GitHub.
