[Bugs] Some students don't have CIE Participant tag but has Velocity Participant tag

They should have the CIE Participant tag as well

There might have been an error in the earlier stage when collecting the data...

There is another issue to do with CIE Participant tag here.

I would recommend removing CIE Participant tag because it violates the singularity rule in data, i.e. it double counts

Happy to remove it. We have it in our CRM so we can pull people in one year and communicate with them. If there are other ways to pull the total I see no need to have this
