Missing text "Signature" in image output after entire page OCR refactor #1813

After entire page OCR refactor PR, text Signature was removed from ingest output in file change as "Signature Individieale"

The text was coming from image IRS-form-1987.png:
image

While for the PDF IRS-form-1987.pdf we still have the text Signature

Expected behavior
Ingest output for IRS-form-1987.png should have text Signature even the quality is not good

looks like the scaling from table OCR refactor PR is bring it back:
