No description for "Enable or disable tools" in mod settings #45

The "Enable or disable tools" settings have no descriptions, although there is a currently unused key named setting_showTool_desc in AllowToolEnglish.xml that can be used for this purpose.

Doing so would then be in line with the "Tools on selected things" settings, where each of them has the same description.
