This is an issue that primarily impacts USI-LS in KSP 1.3.1 as the Life Support tab would not show up in the VAB, even after install of USI Tools 10.1. I resolved it by manually installing CCK 2.0.2. Recommend update all relevant USI bundles to latest CCK.
