Sort errors by descending count in "causes of errrors by state" table #9

Sort by the number of errors in "causes of errrors by state" table in the download report. This is more impactful than displaying states alphabetically. Since the table is interactive, users can still sort by state if desired. The table was likely initially designed to show alphabetically by state so that error counts can be more easily compared between "before correction" and "after correction"; however, zero counts are not retained in "after correction" so this is not as useful as anticipated.
