create stored materialized procedures for invitrodb 4.2 release and downstream apis

all resulting tables should have prefix mv_ (materilized view).
mv_bioactivity - includes level 3 through 6 with one to many relationships as json
mv_bioactivity_agg - chemical level summarized bioactivity e.g. number of assays chem was tested in
mv_assay - assay source through assay component endpoint join of all assay annotation information
mv_assay_agg - agg of number chemicals tested etc.

Also create stored procedure to create/drop these tables for release so they are not sitting in invitrodb itself long term

Within the mc3_param column, conc should be ordered by increasing dose and resp ordered accordingly. Currently logc does not appear ordered within the bioactivity flat view of v4.1.
