PDF opens on last page

When you download the English accessibility PDF (https://github.com/UKHomeOffice/posters/blob/master/accessibility/dos-donts/posters_en-UK/accessibility-posters-set.pdf) and open it in a PDF reader, it opens on the last page rather than the first.
Is this by design? Could it open on the first?

Hi - I just tried this on mac, opened in Preview app and it opened on the first page. What PDF reader are you using? Does it happen in a different one?

If you use Acrobat Reader, it opens on the last page.

A colleague is using Adobe Acrobat DC 2018.011 on Windows and I opened it in Chrome on Ubuntu where it opens on the last page. In "Document viewer" in Ubuntu it opens on the first page.
