Time Tracking: MA-74

The Scanner is logging inconsistently to S3

~10% of the time S3 logs are not written for scan success, duplicate, invalid account
Happens more frequently on function cold starts but not exclusively

This is done when:

Scanner logging inconsistency fixed in Scanner API V3
Scanner logging inconsistency testing PASS in QA

Notes:

Deferred for Scanner API V2
