Suggestion: Add a config option to allow servers to let players use fishing rods in claims without PvP

Please explain your feature request to the best of your abilities:
This is essentially a continuation of #4092 - which was then implemented in b1eb2cd

What I am suggesting is that some servers/players became used to this being a thing, and that some servers/players still would like to opt-in for this; perhaps the default should be that it is off, though.

An advantage to this is that it makes hunting players who AFK in claims easier, as they are able to be faster pulled out of the claim than pushing them.
