Suggestion: A option to enable capture home blocks to end conflict with that town #285

This option basically allows it so that when you capture the homeblock of a town, that town is either joint to the attacking nation or, all they're town land is joint to the attacking town. And say that when you capture the nations capital town the nation is either disbanded or is absorbed into your nation.
