The progress bar functionality should still exist on that action icon for safe mode users, but the icon should probably just be the static "info" icon.

This fix should also include a better choice of icon for the picker activity dialog. As with the main app, being in root mode gives the lock icon more meaning, but for safe mode users we should switch to a drive icon (to communicate the actual purpose of that button - to switch between mounted drives within the picker)
