Unit: No Interface to Complete Actions

This has been an issue since I first downloaded the mod a couple of weeks ago. I have tried all the recommended steps to trouble shoot and it just doesn't fix anything.

What is happening is that the game works fine except that the units don't have any kind of loaded interface to do actions. The little bar that pops up with fortify/attack/alert/sleep/build city/etc. doesn't appear for me. Originally I just used hotkeys as a temporary solution but that is painful and some things are not put into a hotkey for me so it is very limited. I haven't been able to find any other past issues on this so I am not sure if it is isolated or not.
