Picture in picture not working on android 12

Actual behavior

Newpipe no longer shows up on the list of apps eligible for picture in picture access, we could permit a display over apps access to play the media in the pop up mode but that essentially stop the usage of other apps.
Without picture in picture the pop up mode serves no purpose

Expected behavior

To include picture in picture permissions in android 12, in order to properly be able to use the pop up player.

Duplicate of #6770. There is a workaround in this issue to fix this bug, but the real solution will be to implement Android PiP support.
