Allow an empty set of dwnEndpoints

Does it make sense to allow an empty set of dwnEndpoints, at least initially when creating agent/identifier? Or will the agent within the library not work at all without a DWN and online connection on setup?

Then have user's only work with local DWN, and add external DWN at a later time.
