Basically, educate how to use changesets via the changeset command and the subsequent changeset version command

Depending on it we go with the automated GitHub Action solution the docs will inform either to...

A) have the developer execute the changeset plus changeset version prior to merging into main
B) only run changeset and not the changeset version prior to merging into main
