Having classes (and a class hierarchy) for each code would mean we could group or cut across codes (e.g. "Goods" vs "Services" or "Countries" vs "Country Groups").

It might also help to identify candidate dimensions for harmonisation with a common parent.

Document expanding on the possibilities.

Broader cogs issue (includes Muttnik implications).
