It would be great if it was caching ~/.rustup too. Each time my CI has to download the toolchain and targets again.

That would be quite bad as a default, I'm already extremely close to the 10 GB cache limit for public repos even without this. And downloading the toolchain is quick on GitHub.

So I suggest an opt-in for this.
