file rename bug

This happened to me in Microsoft edge/Firefox Browser.
create txt file 'abcd.txt'
then create another '123.txt'
rename '123.txt' to 'abcd.txt' & press enter.
its says already exits.
click okay & type another name.
press enter, You can see its rename is impossible.

(may be chrome- my chrome browser didn't work now, new version isn't support windows 10 'https://productforums.google.com/forum/#!topic/chrome/oKMXfs_ffsg;context-place=forum/chrome)
