npm run build error

When I run a command npm run build,the console encountered the following error

• Node version:8.9.3
• NPM version:6.9.0
• Operating System:win32

My idea

I follow the link in the prompt

to download the file .Failed.Is it due to an error caused by an unsuccessful download?How can i solve the problem
