Also to clarify I do have a paid account, which gives $120 credits and also tried with new api keys as well, its still the same

This warning is displayed when the OpenAI API returns a RateLimitError. Please verify that you have your Credit Card put in the OpenAI website.

this account is given by my organization, so I am not sure about the Credit Card.

also these are my organization rate limit, its different from default

If you generated the key before you added your card, it will continue to fail. You have to generate the key after you add your card, which tripped me up.
