I want to create a cml file for a new PDK with optical components that are developed by other vendors. What are the steps that I should follow for creating a library for all the components? and how to integrate it with Lumerical software (INTERCONNECT)?

@mohani99 is this still something you are interested in doing? SiEPIC-Tools now supports several PDKs, so it should be easier.
