Very coarse and likely to change roadmap:

• Define draft spec. <-- We are here
• Refine into proper spec.
• Develop simple python library.
• Develop simple standalone tooling using the library to manually create and inspect the files
• Implement in a few existing Python applications internally, without making PRs.
• If no new concerns arise, do the same steps for other popular languages/tools.
• Once everything is working and the spec seems good enough, send PRs to all applications at once.
• Maybe somewhere along the way see if we can get the support of other interested parties.
