Being able to query CiteSeerX directly, instead of resorting to tricks such as https://stackoverflow.com/questions/14085383/citeseerx-search-api, would be very nice.

I don't quite see that from that (old) article. Can you provide a specific section? I am not saying you are wrong - just that I cannot follow your argument right now.

What I read is, e.g.,:

Despite limited funding and human resources, CiteSeerX has been maintained regularly with many features planned for the near future.

What is more concerning is that the most recent, larger commit on this repo is from 2017 and the last somewhat active time period was in 2016.
