Remove the Public User/Password generator

This seemed like a good idea at the time, but now seems like an over engineered solution to a really simple problem.

If for whatever service (in our case reverse proxies and scaling) password need to be synced this is a configuration issue. So this needs to be managed via configuration and not service discovery.
