Creating a fine model with varying Q

I'm trying to create a relatively fine scaled model with varying Q parameters in specfem2D. Doing it with a tomography file is relatively easy for a fine scale, but it doesn't accept Q parameters so if I want to set those I need to try a different method.

So I am attempting to see if this can reasonably be done through using an external model. However, setting the model type to external in the Par file does not appear to be working. When wanting to run an external model, how are we supposed to handle the material and region section of the Par file? Even though I set it to external, it seems to keep using the values I have set in those sections and commenting them out causes the simulation to fail.

Also, if anyone has a suggestion for an easier way to approach these types of models with Q, please let me know.
