Occupancy rate should be model-dependent

Average occupancy rates used for trip weight calculation should be derived separately for each model. Currently the occupancy rates are the same for all models, however we should expect higher occupancy rates for the visitor model due to a higher average number of tour participants.

For example, here is a selection of trip weights for taxi trips in the visitor model:
