Release v0.7.0

It'd be good to get a final v0.7.0 release out. We've had a lot of people requesting it.

I would suggest getting the following resolved first:

• Having a MAX_PUB_EXPONENT makes this crate unusable with some applications #199
• feat: iplement hazmat signature traits for PSS keys #202

Please let me know any others and I'll add them to the description.

#190 is another candidate but it's so invasive and we've already merged so many changes I'd rather wait until the next round of breaking changes to consider it

#190 can be merged later. I think I made one breaking change there, but I can back it up.

Regarding #202. It depends on hazmat sign-with-rng definition. Do you plan to cut another release of the signature crate? I'll update #202 afterwards.

@tarcieri @dignifiedquire I'd ask to squeeze yet another feature into the release: support for the EncodePublicKey for new VerifyingKeys. I'm somewhat done implementing it, will probably send a MR soon.
