[BUG] Notifications not sending using default settings

Description:

For some channels no notifications are send out, which is for a while now. When I force the notification preferences to always send notifications for that specific channel, it works. Also notifications for private messages and (sometimes) livechat sessions does work. Channels using the default settings, don't work.

Server Setup Information:

• Version of Rocket.Chat Server: 0.61.1
• Operating System: Ubuntu 16.04 LTS
• Deployment Method(snap/docker/tar/etc): docker
• Number of Running Instances: 1
• DB Replicaset Oplog: disabled
• Node Version: v8.9.3

Steps to Reproduce:

Use default configuration for a channel and try to send a notification (e.g. 1 person sends a chat message, the other should receive a notification.)

Expected behavior:

Receive a notification.

Actual behavior:

No notification is send to the device at all (according to the logs).

Same problem, is there any system-wide workaround for this issue besides asking each user to set their channel preferences?

After changing unread count in general to all messages, it seems that the behavior is now normal.
